The Tour players have until the end of the month to vote.
McIlroy is the clear favorite, after leading the tour with four victories, including one by eight strokes at the PGA Championship. He also won the Vardon Trophy and the title of listing gains.
Woods won three times in the year.
The other three nominees are Jason Dufner, Bubba Watson, Masters champion, and Brandt Snedeker, who won the FedExCup.
The five candidates for Rookie of the Year are John Huh, Jonas Blixt, Charlie Beljan, Ted Potter Jr. and Bud Cauley. Cauley is the only one that did not win this year. Huh is the favorite, as the only rookie who qualified for the Tour Championship.
Beljan made headlines last weekend, overcoming panic attacks requiring hospitalization, to win the Children's Miracle Network Hospitals Classic, his first victory on the PGA Tour.
The panic attack sent the rookie 28 years to hospital in an ambulance after the second round, and made him feel like he was about to die.
Beljan could hardly breathe and his blood pressure rose during the second round, where paramedics followed him for the last nine holes. After sleeping only an hour or so in the hospital after undergoing several tests, played on Saturday under the fear of having another panic attack. And when he woke up Sunday morning my head was pounding and my stomach was churning.
However, once he got to the golf course everything was provided.
"I spent driving under the Disney banner coming here saying, 'Where dreams come true', and that's just what happened," said Beljan, who finished with a total of 272 strokes, 16 under par, and became the fourth rookie to win a PGA Tour. "And I'm so grateful and so honored. Still does not seem real."
